For the Cookie Dough
- Preheat the oven to 350°F and line two baking sheets with parchment paper.
- Whisk together all-purpose flour, unsweetened cocoa powder, baking powder, and salt in a large bowl until fully blended.
- Beat granulated sugar, vegetable oil, eggs, and vanilla extract in another bowl until smooth and silky, about 2 minutes.
- Combine wet and dry ingredients, stirring gently until just incorporated. Chill in the fridge for 30 minutes.
For the Coating & Baking
- Shape the chilled dough into 1-inch balls, rolling each in powdered sugar until fully coated.
- Bake cookies on prepared sheets for 10–12 minutes at 350°F, until edges are set and tops crackle.
- Cool the cookies on the baking sheet for 5 minutes, then transfer to a wire rack.
